The Seven Clanholds and Leeha

Population: 6,500 Halflings (Between 700-1,200 per Clanhold)

Various halfling settlements are scattered along the White Bear River. Though technically independent, their leadership meets regularly in the stronghold of Leeha and have formed a loose confederacy for mutual safety and stability. Many of the halflings make their livelihood as riverfolk, trading and moving goods up and down the White Bear. Leeha boasts fantastic inns and amenities, including ample lodgings for tall folk. The fortress of Leeha also aids the halflings in enforcing a tax on the river, charging anywhere between one and ten gold pieces, depending on the type of vessel passing though.
